Shkodra
Shkodra (Shkodër) is the biggest city in Northern Albania, close to Montenegro border. It has nearly 110.000 inhabitants (urban area) and 210.000 inhabitants in tis municipal area. The city is flat and compact with a good established cycling culture. Modal share BYPAD 2011 was: 41% walking, 29% cycling, 25% driving. While measures made for the road mobility (not sidewalks) on December 2016 was: 65%driving / 30% cycling. Though the month (December) with the lowest cycling modal share, the trend is clear: The number of cars in urban area is growing. Introducing the payed parking will be one of the measures to demotivate driving into city centre.
